A comparison of UK and Japanese electricity distribution performance 1985-1998: lessons for incentive regulation

چکیده
This paper examines relative performance of electricity distribution systems in the UK and Japan between 1985 and 1998 using costbased benchmarking with data envelopment analysis (DEA) and stochastic frontier analysis (SFA) methods. The results suggest that the productivity gain in the UK electricity distribution has been larger than in the Japanese sector. In particular, productivity growth accelerated during the last years when the UK utilities were operating under tightened revenue caps. The findings indicate that while both sectors exhibit efficiency improvements, the efficiency gap between the frontier firms and less efficient firms has widened. The findings also highlight the advantages of using multiple techniques in comparative analysis and in incentive regulation.

Economic Regulation Design for the Electricity Distribution Companies of Iran
In addition to the necessity of liberalizing the price of the various sectors of electricity, the regulation of sectors that still maintain their own monopoly structure is mandatory. In order to improve the efficiency of these sectors and encourage their cost reduction, incentive-based regulatory approaches are used which rely on performance evaluation. Due to the monopolistic structure of Iran...
متن کاملIncentive Regulation of Electricity Distribution Networks:
This paper reviews the recent experience of the UK electricity distribution sector under incentive regulation. The UK has a significant and transparent history in implementing incentive regulation in the period since 1990. We demonstrate the successes of this period in reducing costs, prices and energy losses while maintaining quality of service. We also draw out the lessons for other countries...
متن کاملDistribution Utilities: Lessons from International Experience
Since the early 1980’s, many countries have implemented electricity sector reforms. Many of these reforms have unbundled the generation, transmission, distribution, and supply activities of the sector and introduced competition in generation and supply. An increasing number of countries are also adopting incentive regulation to promote efficiency improvement in the natural monopoly activities t...
متن کاملBenchmarking and Incentive Regulation of Quality of Service: an Application to the UK Electricity Distribution Utilities
Quality of service has emerged as an important issue in post-reform regulation of electricity distribution networks. Regulators have employed partial incentive schemes to promote cost saving, investment efficiency, and service quality. This paper presents a quality-incorporated benchmarking study of the electricity distribution utilities in the UK between 1991/92 and 1998/99. We calculate techn...
متن کاملRegulation of Electrical Distribution Companies via Efficiency Assessments and Reward-Penalty Scheme
Improving performance of electrical distribution companies, as the natural monopoly entities in electric industry, has always been one of the main concerns of the regulators. In this paper, a new incentive regulatory scheme is proposed to improve the performances of electrical distribution companies. The proposed scheme utilizes several efficiency assessments and a 3-dimentional reward-penalty ...
